Chinese story-Lay down three rules-yue fa san zhang-约法三章

Qin II was an incompetent emperor. He not only trusted his treacherous official Zhao Gao,
秦二世是个无能的皇帝，他不但信任奸臣赵高，
qín  èr  shì  shì  gè  wú  néng  de  huáng  dì  ，  tā  bù  dàn  xìn  rèn  jiān  chén  zhào  gāo  ，

And he killed many of his loyal ministers.
而且还杀了许多忠心的大臣。
ér  qiě  hái  shā  le  xǔ  duō  zhōng  xīn  de  dà  chén  。  

The common people were not doing well, so people everywhere rose up against them.
老百姓都过得很不好，因此，到处都有人起来反抗。
lǎo  bǎi  xìng  dōu  guò  de  hěn  bù  hǎo  ，  yīn  cǐ  ，  dào  chù  dōu  yǒu  rén  qǐ  lái  fǎn  kàng  。  

Liu Bang and Xiang Yu belonged to the army of King Huai of Chu.
而刘邦和项羽就是归属于楚怀王的军队中。
ér  liú  bāng  hé  xiàng  yǔ  jiù  shì  guī  shǔ  yú  chǔ  huái  wàng  de  jūn  duì  zhōng  。

One day, King Huai of Chu said to Liu Bang and Xiang Yu, "Whoever enters Guanzhong first will become king."
有一天，楚怀王对刘邦和项羽说：“你们谁要是先进入关中，谁就可以称王。”
yǒu  yī  tiān  ，  chǔ  huái  wàng  duì  liú  bāng  hé  xiàng  yǔ  shuō  ：  “  nǐ  men  shuí  yào  shi  xiān  jìn  rù  guān zhōng  ，  shuí  jiù  kě  yǐ  chèn  wáng  。  ”  

So Liu Bang and Xiang Yu set out with their troops along the western and northern roads respectively.
于是，刘邦和项羽分别带着军队像西路和北路出发。
yú  shì  ，  liú  bāng  hé  xiàng  yǔ  fēn  bié  dài  zhe  jūn  duì  xiàng  xī  lù  hé  běi  lù  chū  fā  。  

Along the way, Liu Bang, smoothly into the Guanzhong.
一路上，刘邦，顺利进了关中。 
yī  lù  shàng  ，  liú  bāng  ，  shùn  lì  jìn  le  Guān  zhōng  。  

However, once Liu Bang entered the city of Xianyang, he completely forgot his purpose.
不过，刘邦一进入咸阳城后，完全忘了自己的目的。
bù  guò  ，  liú  bāng  yī  jìn  rù  xián  yáng  chéng  hòu  ，  wán  quán  wàng  le  zì  jǐ  de  mù  dì  。 

When Zhang Liang tried to persuade him, he suddenly saw the light and called a meeting of Guanzhong elders and heroes.
等到张良去劝他，他才恍然大悟，赶快召集关中父老、英雄们开会，
děng  dào  zhāng  liáng  qù  quàn  tā  ，  tā  cái  huǎng  rán  dà  wù  ，  gǎn  kuài  zhào  jí  Guān  zhōng  fù  lǎo  、 yīng  xióng  men  kāi  huì  ，
  
He made three agreements with them, killing the murderer, wounding and stealing the crime, the rest can abolish the Qin Dynasty law.
和他们做了三个约定，─杀人者死，伤人及盗抵罪，剩下的都可以废掉秦朝法律。 
hé  tā  men  zuò  le  sān  gè  yuē  dìng  ， 

All the officials were safe as before, and the people were glad to hear that,                                                                   

所有的官吏和以前一样平安无事，百姓们得知也都很高兴， 
suǒ  yǒu  de  guān  lì  hé  yǐ  qián  yī  yàng  píng  ān  wú  shì  ，  bǎi  xìng  men  dé  zhī  yě  dōu  hěn  gāo  xìng  ，  

"If Liu Peigong can return to Kanto, then we ordinary people will have a good life."
四处宣传：“如果刘沛公可以回到关东，那么我们老百姓就有好日子过了。” 
sì  chù  xuān  chuán  ：  “  rú  guǒ  liú  pèi  gōng  kě  yǐ  huí  dào  guān  gōng  ，  nà  me  wǒ  men  lǎo  bǎi  xìng  jiù yǒu  hǎo  rì  zi  guò  le  。  ” 

Therefore, Liu Bang successfully bought the hearts and minds of Guanzhong.
因此，刘邦很顺利地收买了关中的人心。
yīn  cǐ  ，  liú  bāng  hěn  shùn  lì  de  shōu  mǎi  le  Guān  zhōng  de  rén  xīn  。
